If a still layout and look is the ultimate outcome, a Photoshop file coverted to XHTML/CSS is a good choice.  


Open Source CMS:

This is a safe option for most small businesses. Mostly, common open source CMS are written in PHP; such as Wordpress, Joomla and Drupal.  Sites made with a CMS are the easiest for a client to edit. They can login, make text changes and save them during a coffee break. Also, a CMS allows a client to grow and add-on in the future, unlike how a static site might be good one day, but, may be outdated in the future when there is a need for a large shopping cart, a monthly magazine, a directory, classified ads section, calendar, booking manager, alternative slide shows, a paid membership area, forum or blog.


Flash Websites:

Flash websites have the look and dazzle the eye because they have the ability to take video, text and images and have them all move and combine with all sorts of actionscript programming. Flash websites do well for the image-conscious who depend on their business cards and other marketing materials to target their customers. But, for those who think this piece of art is going to lure unknown prospects is kidding themselves, unless coding is very advanced. A very nice combination is the usage of Flash within a content management system to show a gallery and supplemental information, while much of the dynamic content can be indexed, keyworded and crawled by search engines.
